Mr. William Langley J.P., a member of the council for 26 years and well known and popular as secretary of the Rushden and District Branch of the National Union of Boot and Shoe Operatives, was elected Chairman of the Irthlingborough Urban council for the fifth time on Tuesday evening. Mr. Langley is a native of Irthlingborough, being born there on August 16th 1875. He was first elected to the Council in April 1908 and has served continuously ever since. He has been chairman of the Water Board and Fire Brigade Committee, vice-chairman of the council and chairman of the Finance Committee several times. He was appointed a Justice of the Peace for the county in 1917, has been a member of the Irthlingborough Council School Managers for over 20 years, and is vice-chairman of that body and of the District Education Committee. A member of the local Old Age Pensioners Committee, he was formerly on the War Pensions Committee. Another of his offices is on the Court of Referees, in connection with the local Employment Exchange. His work as Secretary of the Rushden and District Branch of the National Union of Boot and Shoe Operatives is too well known to need lengthy description. He was elected vice-president of the branch in 1914, assistant secretary in 1916 and succeeded Mr. Wm. Bazeley J.P. as secretary in 1918. He is one of the National Trustees of the Union and was a member of the Northants County Arbitration Board, being chairman and vice-chairman. He is also on the Joint Standing Committee for Government Contracts, known as the Army and Navy Board. For many years Mr. Langley has been actively connected with the Salvation Army and he has been Young People’s Sergt-Major of the Irthlingborough Corps since 1910. He is a staunch worker for the Temperance cause and a leader of the Band of Hope movement in Irthlingborough. A member of the Independent Order of Rechabites, he holds the offices of Chief ruler and senior trustee of the "Onward" Tent.
